James Westbury
James Westburyis an accomplished attorney and insurance professional, earninga BBA and JD from Georgia State University and an MBA from the University of Georgia. He also holds the Chartered Property Casualty Underwriter (CPCU) designation, reflecting his expertise in risk management and insurance.
Mr. Westbury is nationally recognized for his deep knowledge of local government liability, claims administration, and insurance coverage. He has served as defense and coverage counsel for municipalities and counties, both directly and through public risk pools. From 2018 to 2023, he held the role of Property and Liability Claims Manager and Coverage Counsel at the Georgia Municipal Association, where he managedcomplex claims and coverage matters for member cities.
In 2024, Mr. Westbury returned to private practice, where he continues toadvise public entities and public risk pools on legal and insurance-related issues. He is a frequent lecturer to public officials and insurance professionals and provides specialized training to law enforcement executives nationwide on liability and claims management.
In addition to his professional achievements, Mr. Westbury served two terms on the Griffin-Spalding County Board of Education, including six years as Board Chair, demonstrating his commitment to public service and community leadership.
